Faculty:

The Programme is designed to meet the present-day challenges associated with the General Management of Traffic with a view to enhance road safety in the various broad fields of Traffic in Zimbabwe. It is designed to reflect a functional approach to Traffic and emphasizes the acquisition of measurable skills, knowledge, attitudes and demonstrable importance and relevance to the Management of Traffic.

 

Learning Outcomes

The programme is meant to capacitate trainees to attain specific skills in

relation to Traffic Management and trainees should achieve the following

competences;

 

  1. The ability to interpret and enforce current traffic legislation and procedures in order to promote road safety.
  2. Is observant and capable of enforcing traffic regulations.
  3. Able to control the flow of traffic using either hand signals or physical barriers
  4. Has basic knowledge of, and is able to interpret relevant documents pertaining to traffic law enforcement i.e. Registration Book, Vehicle licence, Insurances and their types, vehicle certificate of fitness.
  5. Has knowledge of current road traffic signs and signals and is able to interpret them
  6. Can accurately complete necessary documents pertaining to traffic law enforcement e.g. forms 265 and RT16
  7. Is able to analyse documents pertaining to traffic law enforcement e.g. establishing the genuineness of documents.
  8. Is able to examine vehicles, identify common defects and is competent to impound defective vehicles
  9. Monitors trends relating to road safety and involves key stakeholders in formulating strategies for enforcement
  10. Compiles traffic dockets and arranges documents following the laid down procedure i.e. SIWDRO.
  11. Able to give evidence in court
  12. Methodically and accurately compiles relevant traffic investigation documents with minimum assistance in complex cases
  13. Can reconstruct a scene of accident and prepare a comprehensive report and /or docket
  14. Ability to preserve a traffic accident scene and the gathering of evidence with due regard to safety of attending officers, casualties and other road users
  15. Has knowledge of the equipment used at traffic accident scenes and is capable of using it.
  16. Knows when, where and how to get specialist support such as traffic accident evaluators, fire brigade, ambulances and Vehicle Inspection Department
  17. Able to gather evidence at scenes of serious traffic accidents having consideration to scene management principles
  18. Ability to analyse current legislation, traffic flow, traffic enforcement and investigation procedures with a view to enhance road safety.
  19. Has a detailed understanding of the responsibilities and working practices of other traffic related agencies and involves them in traffic management.
  20. Is able to identify black spots and road hazards and makes recommendations for rectification to relevant authorities e.g. local authorities, Ministry of Transport, Traffic Safety Council of Traffic and Automobile Association of Zimbabwe

Duration

The certificate will be completed within a minimum period of six months.

 

Entry Requirements

To be eligible for admission applicants must: –

  • Have a minimum of at least five [5] subjects passed with grade C or better, including English Language and Mathematics at O’ Level and;
  • Must have attained a minimum rank of Sergeant and serving in the Zimbabwe Republic Police Service and
  • Must have a clean record of service and.
  • Must have served for a minimum of five years in the Zimbabwe Republic Police Service.

 

 

Target Audience

The program targets police officers who are doing traffic enforcement duties.
